This could be done. The company I work for is the sole VW endorsed provider of Web sites to VW dealers, and we have built sites for 95% of the US VW dealers. All have email, and we will be doing the same for VW Canada next year.

You can find dealers by location at the corporate Web site: http://www.vw.com. The dealer locator is in the drop down for "cars." All dealers in our program have email addresses and a parts request form, so you can do this yourself pretty easily for as many dealers as you want. I'm not sure a blanket email to hundreds of dealers would be any more effective, but some do offer Internet discounts.
