Bill Clinton is out of office regardless of the legislation he signs or doesn't -- short of making himself king. Uproar from folks who can't afford a new car did nothing to stop unleaded or oxygenated gas. Besides folks that can't afford new cars don't make campaign contributions and very few people actually bother voting.

If we choose to keep our wasserboxers (they can have mine when they pry it from my cold, dead fingers) we may be in for some forced creativity.
