Although the auction has ended (w. no bids, it is probably coming up again), this is no bus part, I guess? I believe it is from a type3, it looks identical to the instruments in my Squareback. The only thing i know is that in my Square, the instruments are separate units, not combined like this. Maybe they are from a T34 (type3 Karmann Ghia).
