As Eric already mentioned you need actually 4 things for the van to run:
1. Compression
2. Ignition
3. Fuel
4. Exhaust
Start with a compression test and timing check.  If this is OK move on to
ignition.  I would pull one of the plugs and hold it against the motor to see
if it is sparking.  If this is OK, then check fuel delivery (pull the
injectors and crank the motor over with the ignition wire grounded to see if
she is getting fuel).  Finally be sure that your exhaust isn't plugged up.

That is pretty much it.  It should not be taking this long for a mech to
troubleshoot the system.  Use the Bentley and a meter, and you should be able
to pin point the problem in a matter of minutes.  Troubleshooting is a mind
set.  Do it in an orderly fashion and 99% of the time, you will find your
problem in under 10 mins.  Do it hit and miss or take something for granted
(that your timing is right for example) and will can be here all week.  Hope
