Have you established that the rear license plate lights are not ,also, on
this circuit.
I've found variations in the Bentley diagrams.

You might check with your manual to check that you actually have the right
fuse in there.  The PO of my vanagon had replaced one of my fuses
incorrectly and I had the exact same thing happen to me as you have
described.
