You should keep as close to the original offset as possible, always. If the wheel wont fit when the offset is correct, it is clearly too wide! You can use spacers to correct this, but I would not use spacers thicker than 10 mms.

The wheels I will be buying are (AFAIK) 6,5x15 ET 45. I have seen several listees reporting that they fit well on Syncro's but not on the front of 2wd as the upper arms are different. Norwegian regulations say that wheels ca have a different track difference of 15 mms total, meaning 7,5 mms on each side. The ET 45 wheels are 7 mms narrower than the stock, and are ok. The stock alloys are 8 mms wider, and is generally not allowed, except that when VW says ok, then the DMV does too.
