Yep, repainting is the only real fix, and if you use a high quality two part enamel paint (NOT lacquer) It will be a permanent fix. I spent about $125 on materials (did not use a sealer) to paint mine last summer. For $500 you should get a good enamel, for $200 I doubt it.

You can prep it yourself. Use a medium Scotch scuffing pad (hand) wash and scrub, (get a quart of silicone remover too from a good auto body supply store), remove the seals, Westphalia lettering (use a hair dryer), and skylight (mask the skylight opening yourself). Paint the exposed bolt heads with rust killing primer, and remove the rack. Paint the rack separately, it works best. Have it painted and get new seals and a new Westfalia sticker from a list vendor and it will be better than new.
