As far as I remember, you *can* just crank, but it may take a loooooong time. Fill the pump with fuel through the clear fuel line at the filter end and fill the filter, then crank away. For good measure, you can have someone 'pressurize' the fuel tank by wrapping an air blow gun (connected to a shop compressor) with a rag and holding that in the fuel filler neck. That usually helps.
