Problem solved. After taking all of the connections off of the fuse box, it turns out that there were some loose terminals inside the box. It caused the same symptom as a blown fuse without actually blowing a fuse.

Jim '91 Westy MV (p.s. my local repair guy says that even though my van has a manufacture date of 12/90, it is considered a '91). Also, coincidently, he has the same model, color, and year van, just 3 numbers apart on the VIN (separated at birth? ;-)
