I wonder if this will work.  Make up a false Ebay name.  Every thing
he sells bid it off the scale.  Obviously you would not buy it, but
keep in touch and keep telling him you will pay at the end of
the allowable time.  Keep doing this until E-bay throws you out.
For the next few weeks, he would not sell anything!  LOL
