First off, you already have lost metal. Only replacement metal will
deal with the hole. Now to the rust...

Iron oxidizes in two forms, ferric oxide and ferrous oxide. One is
black the other red. The red stuff spreads. The black doesn't. There
are some chemical treatments that will convert the red to the back, but
I'm not sure how good they are.
