On Euro spec tail lights (which are different than the US ones), there is a place for the rear foglights. Additionally the back plane that attaches to the tail lights is different as is the wiring. My TriStar has that type of tail light. The lighting pattern is different than the US, though at first glance they look the same.

Yes, on my Tristar I have functional rear foglights (warning light really). Of course the factory FRONT fogs had busted lenses (I also had to remove those anyway due to the wonderful Virginia safety inspection rules).
