Hmm......

I guess weather stripping is too thick. BTW, there are different guages (2 that I've seen).

If replacing w/new rubber isn't an option or isn't needed, your latch might have too much play in it. Try shimming a piece of paper or thin cardboard between latch where it closes against metal frame. (are all the screws tight?) You could try the paper/cardboard at various spots between rubber and window itself. The dent? Might be affecting the (for lack of better term) window pivot thus affecting alignment of vent window in question. Hard to say w/o seeing..... i.e. how big is dent blah blah.... likely just worn out rubber
