The sticker in my door jamb specifies a "97" load rating in the 205-70/14 size. AFIAK that is a passenger car tire since it needs a reinforced sidewall to meet the requirements of this application; a light truck tire would require no reinforcement to be used in a light truck application.
Could you give us the VWOA or DOT links showing how you came up with the "99" load rating?

Based on VW and U. D.O.T. standards, the minimum load index is 95 for an
light-truck (LT) rated tire, or 99 for a passenger-car tire.
