It often gets brittle and is a common failure point. Some people replace it with a new plastic part, a different part (a metal union or what-have-you), and some put a grommet in the hole and run the hose through it intact. I'd vote for one of the latter two- probably the last one.

That plastic connector is not needed. The fuel hose is run under the fire wall directly to the main plastic fuel line. Use the fuel line cover that VW used to cover the entire new line and tie wrap it in place so that it does not get abused on the bottom edge of the fire wall. ALL Vanagons that have come in my shop for the past year have left with this modification. That plastic connector is now 15 ~ 20 years old and will fail soon.
