If the fiesta had to satisfy tier 2 bin 5, it'd take a massive hit in efficiency and add another $1200 in costs per vehicle.. it isn't worth it to anyone to bring it to the US currently. If you want to learn about the reasons follow the bluetec(benz and VW) clean diesel project, the future of passenger diesel in the US is being played out right now, and it's not looking good. Clean diesels that also maintain their benefits are a bit of a pipe dream at the moment.
