HID done right is vastly superior to halogen.  The factory HIDs in my wife's Touareg are pure white with no visible blue content at all - I would say the color is in the 4000K range.  I can see much better with these lights than I can with a slightly yellow halogen.  The Touareg and most other OE HID systems have an auto-levelling system built in that keeps them aimed correctly at all times.  I never experience people flashing me at all in the Touareg.  My former Golf Country that I converted the low beams to HID recieved the occasional person who flashed me.
