I have an 84, not an 81......

I *did* have to remove the steering wheel from the steering column to replace the ignition switch itself. If memory serves, it was necessary only to get at screws etc holding part of the plastic steering column cover so that the COVER could be removed. I think the big nut under the steering wheel's plastic face is 27mm, but it's been awhile.... It wasn't really a big deal once I got a good socket on that nut. If you try it, pay attention to the orientation of the steering wheel when you remove it so you can put it back the same way.
