The article talks about BMW's oil analysis computer, but thats just one company. In europe for the MY2000 vehicles VW cars, they now come with a similar computer. The vehicles are filled with a 0w30 VW 505 oil ( mobil 1 for example meets VW 505 ), and the computer tells you when to change the oil. They achieve similar numbers to BMW, city drivers change around 10,000 miles and mostly highway drivers the computer tells them around 18,000 miles. Porche and MB also recommend pretty high drain times as well.

The 3000 mile or 3 months thing is something left over from the days of poor quality oils, and poor quality engines.
